Meles was an administrative felon who turned his elegance to one giant political orphanage. As Meles departed unexpectedly, the scream from his political orphanage is wandering throughout the world wherever his cult followers are. Unlike other well-known leaders, Meles has not attached himself to a smart life partner; he picked out not book-smart but street–smart, and uncivilized ghetto style spouse, who can fit the scam but not the dictatorial dwelling as a first lady.

 

If Azeb Mesfin happens to be smart and well educated, she could have been facing the fate of Meles comrades who perished in desert sabotage. Nonetheless, the wickedly smart and complicated Meles has chosen this rough and uncivilized spouse to cover his evildoing. Many Political pundits claim Azeb is “a mother of corruption” which is correct, but she was enslaved by the master of corruption known as Meles Zenawi, who shielded his guilt behind the ill-informed first lady.

 

I am reading some annotations that Azeb might face a jail term very soon, it could be correct because of the power struggle within Meles political orphanage camp but we should be vigilant, the rumor could be a potential attention diversion to control the public opinion amidst political catastrophe.

 

Meles was a cruel and envious political leader who hated competition, for that matter he failed to groom a political offspring that may endure. As TPLF slices and dices the power base, we should anticipate more political fragments to come. Here are few tips in understanding and averting the possible ill-oriented strategies of TPLF against the people.

 

1• Never bend for political stimulation:

TPLF could sack cabinet members or political figures; this could be either a power struggle or insecurity among the few political clans. Keep up the pressure to achieve bright and equal opportunities, but never bend for the counterfeit political stimulation.

2• Do not participate on TPLF corruption ring:

 

TPLF is good on articulating fictitious projects, you might be called to donate for historical Nile dam, and you might be offered to participate on condominium buying process, or subjected to any developmental state rhetoric by cadres. As is witnessed by the political fragmentations, the days of the dictatorial regime are numbered. It is a smart approach to avoid propaganda squads, and set-aside the savings for the future legitimate administration.

 

3• Do not expose yourself for TPLF hoax:

From ETV to so called private newspapers and talk shows, from Ethiopia to Europe and North America, TPLF is selling its propaganda by the means of vended integrity. TPLF has quite adequate web warriors, many radio stations directly or indirectly are serving TPLF for little gratuity that may not last long, TPLF spin-masters are dispatched to local community assemblies, churches and mosques. Information is a power, you have the power to verify and investigate for inevitable TPLF hoaxes.

 

4• Do not forgo your roots:

You are from a great nation called Ethiopia, nevertheless, a nation that happens to be unfortunate to have no great leaders in its recent historical reviews. You as a citizen should be and will be the leader of the nation; because your collective voices are commanding regardless of who leads the country. Those hostile and power greedy authoritarian rulers want to grasp everything persistently; the journey could be stressful, but shift the stress to those few privileged cult propagators leading to their departure. Wherever you are, do not forgo your roots, until they forgo the power.

 

5• Advance yourself beyond their expectations:

Dictators do not have the ability to look ahead of their narrow circles, they surely aim to trap the patriots on various tyrannical deceptions: while the people cherish unity they might insert division; while the people are enjoying a national harmony; they could smuggle and spread suspicion. It is wise to advance true Ethiopian principles beyond their expectations. Historically, Ethiopians handled numerous obstacles, this must be held in advanced level. Afterward, they will definitely surrender the power, until then do not surrender your values.

 

TPLF, the notorious Mafia, is losing in every ground. Soon or later, more political extravaganzas could be witnessed. Some cabinet members maybe sacked, others could flee to foreign countries. Perhaps, some prominent members of the ruling junta could be arrested. This is the beginning of the end: a conflict among Meles political orphans under the pretext of upholding the spirit of the dead father’s blurred vision.

 On the other hand, the self- serving and narcissist political mafia ancestor has expired without leaving a clear will to his pathetic followers; for that matter, an apparent dismissal of his cult is going to be imminent.

 

Indeed, Azeb is the mother of corruption but Meles was its master. Let it be known that corruption cannot create a significant and enduring political future for a country rather than a short living political cult within fraudulent narrow-minded political clans. As Meles’s infamous political cult is fading, forging stronger unity and mutual understanding will possibly expedite the end. After two decades of TPLF administrative failure, glad Ethiopians are united and the political cult is fading.

No Human Rights = No Development Oakland Institute and the Housing and Land Rights Network Submit Human Rights Report on Ethiopia to the United Nations

OAKLAND CA- In a report submitted to the UN Human Rights Council’s Universal Periodic Review (UPR) on September 15, 2013, the Oakland Institute and the Housing and Land Rights Network outlined the human rights and international law violations perpetrated by the government of Ethiopia in the name of country’s development strategy.

 

Drawing clear links between recorded testimonies on the ground and breaches of specific international covenants and articles in Ethiopia’s constitution, the joint submission to the UN Human Rights Council also responds to Ethiopia’s draft National Human Rights Action Plan for 2013-2015. “Rather than working to build a development strategy grounded in human rights, the Ethiopian government is attempting to hoodwink its human rights record, leaving unmentioned its villagization program and the Anti-Terrorism Proclamation-both used by the government as significant justifications for forced resettlement, arbitrary detentions, and politically motivated arrests,” said Anuradha Mittal, Executive Director of the Oakland Institute.

 

As previous Oakland Institute reports have chronicled, the Ethiopian government’s efforts to clear land for large-scale foreign investment has entailed widespread violations of human, social, economic, and political rights. Violations of citizen’s rights to self-determination, housing, land for subsistence production, and free political association–enshrined in the Ethiopian constitution, the Rural Land Administration and Land Use Proclamation, and in United Nations international covenants–are carried out in the name of Development.

 

The joint UPR submission suggests that the ruling party’s ability to implement country’s unpopular villagization program rests in its monopoly on force and dominance over the allocation of humanitarian assistance. “Authoritarian governance and the methods used in implementing development projects have combined to violate human rights to livelihood and culture for land-based peoples, especially in the peripheral regions,” said Joseph Schechla, Coordinator of the Housing and Land Rights Network. “Involuntary resettlement, a form of forced evictions, accompanies deprivation of the right to food, including the right to feed oneself, particularly for agropastoralists. On the other hand, the ability to control information and stifle dissent has enabled the ruling party to present a positive face to the international community, which has dubbed Ethiopia a nation in “renaissance”, he continued.

The joint submission presents undeniable evidence that should compel the international community to advocate for a human rights centered development strategy that would benefit all Ethiopians.

Woyane got it all wrong; it has no way out but the unconditional surrender for democratic rule

The Ethiopian regime seems to misunderstand what the people of Ethiopia are demanding. The sooner the regime gets it and surrender peacefully for democratic rule the better it would be. Playing hide-and-seek game isn’t going to do it.  Spewing empty ethnic and religious propaganda isn’t going to save it. Hiding behind corrupt investments and empty growth propaganda isn’t a substitute for freedom. Tormenting the population and jailing the innocent with empty bravado isn’t going to help it form its inevitable demise. Woyane and its stooges must appreciate the tolerance of our people and accept the illegitimacy of the ruling regime and live with it. Noting will change that reality.

Stupidity is a virtue brought about by ignorance, empty self-worth and bravado; often exhibited in a circle of people in-and around tyrannies, gangs and rouge groups that rely on intimidation and brut force to sustain their existence.  Therefore, the Ethiopian ruling regime known for its stupidity and brutality on the top of its organized corruption has no qualm to remain on the bottom of the pits since it came to power. Its apologists aren’t far behind; not willing to rise up to the occasion when the rotten regime reduces them to impersonator beyond recognition.

When the self-declared minority regime implemented Apartheid to insure its survival it was bound to commit atrocities and corruption beyond an average tyranny. When the apologist lie through their teeth to cover up for its crimes it was clear illustration of how a confined ethnic audience can be manipulated to play on the bottom. Therefore, the Woyane regime has one thing going for it; a collection of ethnic yes-men clapping with one hand and stealing with the other to make enough noise for the world to believe there is something out of noting.  

There is no discord among Ethiopians the rogue regime rotted beyond repair long ago and banking on its killing and extortion machine to get by. Naturally, the more people say so the more deadly the regime became with no one around its apologists capable of pushing it out of the bottom it chose to play.

Obviously Woyane made its bed and slept in it for too long. The question that remained is how is it there are still people out there that entertain to hold on to a rotten ethnic regime-fully aware of its criminality? In other words, what could possibly motivate people to remotely associate with a self-declared Mafia on the top of an Apartheid regime to stick around in unwinnable battle against the people of Ethiopia?

The behavior of the regime’s apologists-glued with the self distractive regime is uncharacteristically abnormal. It is another indication they are in a do-or-die situations to prevent the inevitable demise of the Apartheid regime. Woyane’s attempts to kill and bribes its way out of the demand for democratic rule and sustain its corrupt practices aren’t a small matter for anyone to ignore just because of an elaborate village propaganda that doesn’t worth the paper it is written on. 

The debate among Ethiopians continued as the struggle reached a point of no return. Some, my self included believe Woyane is acting on behalf of foreign interest-out to stick around as long as its sponsors allowed it. Others believe it is another opportunist regime that uses ethnicity and cronyism to  hold on  its political and economic power. And, many others believe it is a racist group that wishes ‘Tigrians’ to dominate the lives of the rest of Ethiopians through division and organize corruption.

Though all arguments are true when one observes the behaviors and actions of the regime at one time or another there is one burning question that begs for an answer. Why would a regime that declared itself a representative of a minority ethnic group wants to isolate its constituency from the larger community by pretending to benefit them through atrocities and corruption is where the question must be asked and answered by none other thanTigrians the regime claims to represent.   After all, unless Tigrians collectively buy into sustaining the Apartheid system implemented by none other than TPLF in their name would benefit them, TPLF is as good as dead.  In reality, there is no worst insult to the people of Tigray than being represented by a rouge group with the army of cadres and assassins corrupted to the hilt. 

The idiocy of Woyane and its apologists

If one thing is clear it is the audacity of Woyane and its apologists’ insult to the intelligence of our people. The people of Ethiopia have endured the insults and atrocities of a self declared Tigrian group and its apologists over and over again for over two decades. Fortunately, it is strictly confined around relatively small circle of ethnic elites that are prone for violence and corruption-uncharacteristic of the average Ethiopian experience. What is even more amusing is the apologist unprecedented level of arrogance and dedication to legitimize a rotten regime’s criminality as progress.

In the history of the struggle for democracy no one group spoke for anyone but itself. If it claims to do so it is unquestionably tyranny in the making.  As evident, Woyane proved us beyond a reasonable doubt a rogue group is unworthy of democratic representation.

Therefore, any group that claims anything less than the universal suffrage of our people and democratic rule is as dangerous as Woyane for our society and the world at large as Woyane proved us allover again.  Reducing the essence of democracy to bottom of the pits for political expediency isn’t only an insult to the people but it is crime against humanity.  

Woyane is obviously unprincipled ethnic drifter- a moving target that operates from its comfort zone under the slogan of Ethnic Federalism. It is constantly in search of its next meal and a place to hide. Its only pride is the possession it scavenged and robed from the public as it roams the streets bullying and extorting the population. Its nomadic existence is justified by the ethnic drifters it surrounds itself; scavenging and robbing in their own rights in the name of Ethnic Federalism.  

Ever since the legendry ethnic drifter of TPLF departed that guided the pack of ethnic warlords, Woyane is in disarray of its own making while its ethnic apologists are disoriented. Ethnic Federalism that was designed to sustain the rogue TPLF led regime is becoming a nightmare to sustain Apartheid.   Therefore, no one can deprive TPLF and its apologist a hiding place better than Tigrians the rogue group used and abused and hide behind for the last 22 years.  

Not in my name

The unconventional rule of the rogue group should surprise anyone or the excuses its apologists come up with to sustain the rogue regime. But, the apathy of the rest of us not to call a spade a spade to agree on what needs to be done to end the hapless regime’s rule became its meal ticket to remain for so long.

But, noting would come close to Tigrians’ collective declaration of ‘not in my name’ to bring Apartheid down once for all. After all, if the rogue group is deprived a hiding place what good could it be but, a desperate mercenary? 

Lately, the ethnic warlords are disoriented enough to throw rocks in every direction to see if they can save the Apartheid regime they helped established from its inevitable demise. Some are wondering in-and out of their designated ethnic comfort zone. Others are pushing the ‘envelop’ to the limit to see if it works to extend the life of the regime. Some are running for their life before they become the causality of the monster they help created and benefited. A few are attempting to fake reconciliation while blaming and jailing the innocent. And, the rest are wondering what their fate would be-with all the crimes under their belt.   At this point in time whatever they do and say is irrelevant to be taken seriously. As far as Ethiopians are concerned Woyane is as good as dead; searching for ways to revive it or take the rest of us with it.

Make no mistake; the hapless regime’s stooges are scared to their pants for the crime they committed on the people of Ethiopia. They are hoping by complicating matters further it would help them deceive their way out their crime. No one is doing them a favor more than those rushing to get advantage of the bribe the regime offers and other that take the regimes propaganda face value.  Ethnic peddlers-segregating our peoples as if the rules of law and democracy have ethnic identity aren’t helping.  With all honesty, the ethnic elites got it all wrong. The last thing they would peddle in Ethiopia should be ethnicity but the rule of law and democracy. After all what good would it do to our people creating collections of ethnic tyrannies than democratic Ethiopia?

The lust for power peculiarly makes people bypass individuals’ right and the rule of law in search of self gratification; peddling for anything that makes them relevant.   The Woyane elites are a classic prove of’ shooting own foot and crying wolf. Thank God our people are way ahead of our elites to see the bigger picture of demanding the rule of law than being a stepping stone for the adventure of rogue groups. After all, who lost the most in the adventure of our contemporary elites’ quest climb to power in the last five decades? The wisdom of our people is beyond bound. It is time us to learn a lesson or two we never find recycling books and reinventing the wheel.

Looking at the frightened Woyane ethnic elites’ boundless excuses to fit their lust for power and corruption-bypassing the freedom of our people is disgusting. They are desperate and clumsy enough offering condominium for the gullible is a substitute for freedom and democracy. It illustrates the crises our society endures with our contemporary elites’ adventure to eat their cake and having it too. They look and talk progressive but act as if they walked out of Stone Age in the era of the Information Revolution and democracy.

Their latest hoax of terrorism is a continuation of dodging the demand to surrender power for democratic rule without committing more crime than they already did on our people. Let face it, no two faced ethnic tyranny would protect us from our own people in the name of terrorism. The fact Ethiopians are protecting each other from the rogue regime that terrorize us is an indication Ethiopians don’t need protection from each other but the regime.

The time has come Woyane step down. The apologist would also be better off to speed up its demise for their own sake.

Ethiopians will get a legitimate government. There is no if-and-but about it.

Azeb Mesfin arrest imminent

Azeb Mesfin, the widow of Ethiopia’s deceased dictator, is facing multiple charges of corruption and her arrest is imminent unless she leaves the country, according to Ethiopian Review sources in Addis Ababa.

Political and business associates of Azeb Mesfin are dropping like flies. The biggest one to fall was Gebrewahid WoldeGiorgis, a senior official, who was charged with stealilng over one hundred million birr. Others are leaving the country with their families. Since May 2013, over 50 high profile TPLF officials and businessmen have been arrested on charges of corruption. All of them are associates and partners of Azeb.

Azeb, aka the Mother of Corruption, is currently being protected by Abay Woldu, chairman of the ruling Tigray People Liberation Front (TPLF), and Bereket Simon, former propaganda chief, but both Abay and Berket are being marginalized, and Abay is fighting to maintain his diminishing authority over TPLF.

President’s office concludes a 400,000 birr house rent deal for outgoing President Girma

The Office of the President has finally concluded a deal to rent a 400,000 birr per month residence for outgoing President Girma Woldegiorgis on Friday September 20, canceling previous plans to rent a fully furnished house from Elias Arega at 530,000 birr a month. The current house owned by Solomon Girma, businessman and owner of Mesale Bar and Restaurant, has been selected by the government to be the residence of President Girma, who has served in the position for the past 12 years after the first president, Negaso Gidada (PhD) resigned in 2001. In the past few months the president’s office, i.e. the Palace Administration, has been looking to rent a house for the outgoing president. Three weeks ago the office had reached an agreement with Elias Arega to rent a fully furnished house for 530,000 birr per month. Although it is not known why, the plans were changed and a new deal was concluded with Solomon Girma instead. Solomon told Capital that the house is semi furnished, ‘as the president will probably prefer to bring some of his own stuff’. The two-storey residence which includes a swimming pool, located on Haile Gebresilase Avenue, behind Axum Hotel, was rented to the Kenyan Embassy the previous year. Before that the owner himself was living in it for five years after construction was completed. Currently, an elevator is being installed in the house by Dan Technocraft, a lift technology supplier and contractor, before it is transferred to the Office of the President. According to sources, the lift installation will cost 1.6 million birr. The deal was finalized on Friday Sept. 20 at the head office of Documentation and Authentication Registration Office (DARO). “Based on the standard of my house I could get higher offers than the president’s office’s but I am proud to rent my home to the outgoing president,” Solomon told Capital with delight. Sources said that the owner has to turn over the house to the Office of the President, by the end of September. As per Ethiopia’s laws, the outgoing president has the right to receive several benefits, including a presidential standard residential house, but if the former president is involved in political activities the benefits shall be terminated. According to the country’s constitution, the president shall not be in the position for more than two terms or 12 years. The current President is the first to occupy the position for two terms since the constitution was ratified. President Girma, whose second six-year term comes to an end next week, is renowned for his role on environmental issues. The ‘Proclamation No. 255/2001 Administration of the President of the Federal Democratic Republic of Ethiopia’ states that the government has to supply an up-to-the standard residential house and other facilities for the outgoing head of state. A September 2009 proclamation no. 653/2009 further states that the government will provide benefits for an outgoing head of state, heads of government and other top government officials. According to the proclamation number 653/2009 under the article ‘Rights and Benefits of Outgoing Heads of State and Government, Senior Government Officials, Members of Parliament and Judges Proclamation’ an outgoing President, Prime Minister or Deputy Prime Minister shall be provided with a residential house having four-to-five bedrooms, the administrative costs of which, including remunerations of housekeeping staff, shall be covered by the government. The proclamation also states that an outgoing President, Prime Minister or Deputy Prime Minister and his family shall get local and overseas medical services at the expense of the Government. “An outgoing President, Prime Minister or Deputy Prime Minister shall be provided by the government with three high standard transport vehicles,” the 2009 proclamation also states. In related news, speculation about the incoming president is rampant, even though the government or the leading party (EPRDF) has not given any hint about the identity of the incoming president. One presumed front-runner to replace President Girma is former Caretaker Mayor of Addis Ababa and prominent diplomat Ambassador Berhane Deressa. However, it has not yet been confirmed by the government. According to the 2001 proclamation, the president shall have no affiliation with any political parties.

The Fake ‘Amharas’ – To milk “Lamie Bora – ላሜ ቦራ”

Recently, someone one visited Britain from home on business tour and entertained us with an amusing story of Lamie Bora, the fictional character in the children’s stoy. Woyyane officials call us, Diaspora Lamie Bora (ላሜ ቦራ)።Are we really that “milka-cow?”

I am sure everyone who went to school in Ethiopia at my age knows the children story of Lamie Bora. Lamie Bora is a very touching story. The story goes like this. A dying mother entrusts her two children unto a cow, called “Lamie Bora.”Just before she died, she sung to the cow: “Lamie Bora! Lamie Bora! I leave my children’s wellbeing to you” (ላሜ ቦራ! ላሜ ቦራ! የልጆቼን ነገር አደራ). After a while the children’s father remarried another woman, whoturned out to be acruel stepmother. Every time she denied them food, the two children would go to Lamie Bora and sing “Lame bora! Lamie Bora! Don’t forget Mammie’s plea (ላሜ ቦራ! ላሜ ቦራ የእማምዬን አደራ!)Then Lamie bora would let the children suckle directly from the tits on her breast. Lamie Bora is supposed never to stop giving milk all year round.

This story is now retold among Woyyane agents referring to Diaspora as Lamie Bora, for the simple reason that whenever Woyyane runs out foreign currency it runs to the Diaspora – a cow full of milk all the year round. Every year, Woyyane officials fly to London, Washington and other major cities of the world, where exiled Ethiopians live in abundance with the hope of harvesting cash from the unsuspecting Diaspora – the cash cow. Their embassies have been instructed to implement the design for the purpose using various tactics. One such means is the Millennium Dum, (sorry I meant Dam), development associations, “Investors” and the recent 40/60 formula to own a house in Ethiopia! Recently, one of our church clergy renegades went for it, but fell out with the guys doing the business on some procedural grounds.

A good way of milking the milka-cow is to organise the Lamie Bora’s along their ethnic blood lines – such as the ‘Amhara’ Development Association, the Guragea Development Association, etc. This time, it is the ‘Amhara’ Lamie Bora’s turn to be milked in Queens capital city. The fake ‘Amhara’s (ቁጩ አማሮች)[1], are used as tools for the purpose. You rarely find any ‘Amhara’ among their leaders. Their organisation, The ‘Amhara’ National Democratic Movement (ANDM) was found in November 1980 in Tigray, at a place known as Tekrarwuha. The mission of ANDM – It’s all about shutting down the ‘Amhara’ threat. ANDM was the favoured puppet organization. They leadership was made up of various ethnic groups, but ‘Amhara’! They were then and are now actually predominantly Woyyanes disguised as Amaras. They are all fake-fake-fake to the root third rated ‘Amharas’. Take for Example, Bereket Simon. He is a Shabbo-banda whose mother and father hail from Eritrea.  Hilawi Yosef is either a Tigre or a Shabo-Banda like Bereket, but has no drop of ‘Amhara’ blood in him. Tefera Walwa is a Gimira. Well at least Gimira sounds like ‘Amhara’. The only ‘Amhara’ thing in Addisu Legesse is his name. He is an Oromo from Harar. Did you know who Tamirat Layne was before he became Tamirat Layne? His real name was Getachew Mamo Waqkenie. Go and figure out that. Tadesse Tinqishu, regardless of his beautiful name, is a Tigre? Is Kassu Ilalla sound ‘Amhara’? Give me a break! All the ethnic based organisations, except the TPLF were formed using the same formula. Their extensions in the Diaspora are called “development associations” followed by the appropriate suffixes. The “associations” are kind of support groups for the “forged” ethnic groups.

Coming back to the Lamie Bora story, the fake ‘Amharas’ in London are organised under “‘Amhara’ Development Association – UK”. Those of you who reside in London should be able to tell who is who in that video. The majority are Tigres, followed by Jamaicans and then some hod-aders like Yalew Kebede. Gondares have yet to tell us about the ethnic background of Yalew Kebede. Could he be another fake ‘Amhara’ like Bereket from Gondar?

This year, Lamie Bora – Diaspora is planned to be milked on 28 September 2013 at the Ethiopian Embassy. The entrance fee is free. Why not invite ourselves to the abundant food and drink?  The forged Amaras are disgusting who trade in the name of ‘Amhara’ to milk the Diaspora, to fill in the never quenching thirst of Woyyane for hard currency. It looks like its recent attempt to milk Lamie Bora did not work at fund raising events for the millennium dam, so they are punishing their Ambassadors for failing to trap Lamie Bora – the milka-cow. Many lost their jobs this week. May be the 40/60 formula for owning a house in Addis might attract some fools to sacrifice their hard earned currency. The idea is the Diaspora would pay 40% down payment in hard currency. The 60% would be lent in birr by the TPLF. Don’t you even think of owning the land on which the house is going to be built. It belongs to the TPLF. Whenever the TPLF wants the land, it will ask you to carry away your bricks and mortars as the land is needed by the landlord to be sold to foreign investors!

The Diaspora has to cease being treated like Lamie Bora. It has to distance itself from these corrupt and human rights abusers. Whenever one needs to do business with the TPLF, it is that person’s morale obligation to remember prisoners like Reyyot Alemu, Andualem Arage, Eskinder Nega, Nathnael Mekonen, Kinfemichael Debebe, Yohannes Terefe, Shambel Yeshewas Yehunealem and Andualem Ayalew, tens of thousands of members of the Oromo ethnic group and the illegally imprisoned Muslim leaders.

The Woyyane is a No. 1 corrupt regime in Africa. One would better avoid dealing with Woyyane at all levels unless that person wants to be milked dry. One can invest his/her money elsewhere, where a good return is expected without risk of being fleeced. The least, if you don’t want to invest, just drink your own milk rather than giving it to the Woyyane. Even some cows have become smarter and drinking their own milk rather than giving it away. አቶ አድማሱ፡- አዎ! አምና በጣም ዕድለኛ ነበርኩ ማለት እችላለሁ፡፡ ሁለት ሽልማቶችን ተቀብያለሁ፡፡ አንደኛው ‹‹The Up and Coming Leader of the Year›› ተብሎ የሚጠራው ነው፡፡ በጃፓን ቶኪዮ በተካሄደው የዓለም ባንክና የዓለም ገንዘብ ድርጅት ስብሰባ ወቅት እገረ መንገዳቸውን ባካሄዱት የሽልማት ሥነ ሥርዓት ወቅት የተሰጠኝ ነው፡፡ ከሦስት ወራት ቆይታ በኋላ ሌላኛውን ሽልማት ለመቀበል ብሥራቱ ደርሶኛል፡፡ የዓመቱ የአፍሪካ ቢዝነስ መሪ (The African Business Leader of the Year) ሽልማትን ከሌሎች ሦስት አፍሪካውያን ጋር አግኝቻለሁ፡፡ አንደኛው የቅርብ ጓደኛዬና የሥራ አጋሬ ነበሩ፡፡ የኢትዮጵያ አየር መንገድ ዋና ሥራ አስፈጻሚ አቶ ተወልደ ገብረ ማርያም ከተሸለምነው ውስጥ አንዱ ነበሩ፡፡ ሁላችንም ምሥራቅ አፍሪካን ወክለናል፡፡ እሳቸው ኢትዮጵያን ወክለዋል፡፡ እኔ የአፍሪካ ምስራቃዊና ደቡባዊ ክፍሎችን የሚያካልል ተቋም ውስጥ እገኛለሁ፡፡ ስለዚህ ዓምና ጥሩ ዓመት ነበር ማለት ነው፡፡ እ.ኤ.አ 2013 ከሽልማቶች ጋር ነው የጀመርነው፡፡ በኬፕ ታውን የዓመቱ የንግድና ፋይናንስ ባንክ የተሰኘውን ሽልማት አግኝተናል፡፡ ይኼም ለእኛ ተጨማሪ ትንግርት ሆኖልናል፡፡ ከባንኩ ጋር 18 ወራትን አስቆጥሬያለሁ፡፡ በጣም ፈጣኑ ጊዜም ነበር፡፡ በአጭር ጊዜ ውስጥ ብዙ ነገሮችን አሳክተናል፡፡ የባንኩ የቦርድ አባላትና የሥራ አጋሮቼ አብረውኝ ለመሥራት ተነሳስተው ነበር፡፡ በባንኩ ውስጥ ለመተግበር ያቀድኳቸውን አዳዲስ አስተሳሰቦች ተቀብለው ከባንኩ የአምስት ዓመት ዕቅድ ጋር ለመተግበር ፈቃዳቸው ሆኗል፡፡ አዳዲስ አስተሳሰቦችን ለማምጣትና ለመተግበር ብዙ ተጉዘናል፡፡ ባንኩ አዳዲስ ዓላማዎችን በመያዝ መሀል ላይ እንደ አገናኝ ሆኖ ከማገልገል ባሻገር፣ ፈንድ በማስተዳደርና ለደንበኞቻችን ምክር በመስጠት ጭምር ለመጓዝ የሚያስችለንን ዓላማ ይዘናል፡፡ ህልሜ ሁልጊዜም በዓለም ላይ ምርጥ ተብለው ከሚጠቀሱ አንዱ የሆነ አፍሪካዊ ተቋም መፍጠር ነው፡፡ ከየትኛውም ሥፍራ ይሁን ብቻ የአፍሪካን ምርጥ ነገሮች ለማምጣት አልማለሁ፡፡ 

ሪፖርተር፡- ህልምዎ ተሳክቷል ማለት ይቻላል?

አቶ አድማሱ፡- ወደዚያው እያመራ ነው፡፡ በመስመራችን ላይ ስለምንገኝ በጣም ደስተኛ ነኝ፡፡ ዕውቀት ያካበቱና ክህሎቱ ያላቸው በርካታ አፍሪካውያን ከመላው ዓለም ወደ ባንካችን ለመምጣት ማመልከቻቸውን እየላኩ ነው፡፡ ይህን የሚያደርጉት መልሰው መስጠት የሚገባቸውን ነገር እንዳለ ስለተገነዘቡ ነው፡፡ ከራሳቸው ጋር የሚያዛምዱት ነገር እንዳለ ስለተሰማቸው ነው፡፡ ሉላውያን አፍሪካውያን (ግሎባል አፍሪካንስ) የሚለውን አጠራር አብዝተን እንጠቀማለን፡፡ 

ሪፖርተር፡- ዕድሜዎ ገና በአርባዎቹ ውስጥ ነው፡፡ በዚህ ዕድሜዎ በርካታ ቢሊዮን ዶላሮችን የሚያንቀሳቅስ ተቋም መምራትዎን እንዴት ይመለከቱታል?

አቶ አድማሱ፡- ሁልጊዜም አንድ ዓይነት አስተዋጽኦ ማድረግ ይገባኛል የሚል ግፊት ይመራኛል፡፡ ውጤቶችን በማግኘትና በማስመዝገቤ እደሰታለሁ፡፡ በማደርጋቸው ነገሮች ሁሉ ልቀት መኖር እንዳለበት አምናለሁ፡፡ ትምህርት ቤት ሳለሁ ጎበዝ ነበርኩ፡፡ በስፖርት ጎበዝ ነበርኩ፡፡ ትምህርት ቤቴን በቴኒስ ስፖርት የምወክል ጎበዝ ተፎካካሪ ነበርኩ፡፡ ሁልጊዜም ለራሴ የምችለውን ያህል ጥሩ ውጤት ለማምጣት ስተጋ ቆይቻለሁ፡፡ ይኼም ጠንክሮ በመሥራት እንድኖር አስችሎኛል፡፡ ሁልጊዜ አዳዲስና የተሻሉ ነገሮችን ለማከናወን በመሞከሬ ለልጆቼም ለአገሬም ተምሳሌት መሆን እንደቻልኩ ለመናገር እችላለሁ፡፡ በኢትዮጵያ ብቻ ሳይሆን በአፍሪካም ጭምር ለዘመናት የቆዩ አሉታዊ አመለካከቶችን የመለወጥ ኃላፊነት አለብን፡፡ እናም በዓለም ምርጡን የአፍሪካ ተቋም ስለመፍጠር ስናገር፣ አፍሪካውያን እንደማንኛውም ሰው የዓለም ምርጦች ይሆናሉ የሚለው ሐሳብ ያስደስተኛል፡፡ የትምህርት ዕድሉን አግኝቶ ማንነታችንን የማሳየት ጉዳይ ነው፡፡ በአጠቃላይ የምመራበት ፍልስፍናዊ አመለካከቴ ነው፡፡  

ሪፖርተር፡- የባንክዎ ዓመታዊ ጠቅላላ ጉባዔ እዚህ ተካሂዷል፡፡ ኢትዮጵያ እንዴት ልትመረጥ ቻለች?

አቶ አድማሱ፡- ባለፈው ዓመት ከአባል አገሮች አንዱ ስብሰባውን እንዲያካሂድ ዕድል ተሰጥቶ ነበር፡፡ ከገንዘብና ኢኮኖሚል ልማት ሚኒስትሩ ጋር በነበረን ውይይት ወቅት የአፍሪካ ኅብረት 50ኛ ዓመት የምሥረታ በዓል በመሆኑና በዓሉም ዓመቱን ሙሉ የሚከበር መሆኑን በማስታወስ ጉባዔው እዚህ እንዲደረግ ሐሳብ አቅርቤ ነበር፡፡ ፒቲኤ ባንክ ፓን አፍሪካኒዝምን ከሌሎች ጋር ለመዘከር አብሮ ቢሠራና ቢያከብረው ካላፉት 50 ዓመታት ይልቅ መጪዎቹ 50 ዓመታት የተለዩ መሆናቸውን ለማሳየት ይረዳ እንደሆነ በማሰብ ነው፡፡ በርካታ የአፍሪካ አገሮች ከባድ ጊዜን አሳልፈዋል፡፡ ስለዚህ የባንኩ ዓመታዊ ጉባዔ እዚህ መካሄድ የሚችልበት ዕድል መገኘቱ አስደስቶኛል፡፡ እግረ መንገዳችንንም ባንኩን ኢትዮጵያ ውስጥ በማስተዋወቅ፣ ስትራቴጂካዊ ሚና እንዳለው፣ የደጋፊነት ተግባሩንም ማሳየት ይችል ዘንድ፣ እንዲሁም የአገሪቱን የዕድገትና ትራንስፎርሜሸን ዕቅድ ለመደገፍ ባንኩ ሚና ሊኖረው እንደሚችል አጋጣሚው ጠቅሞናል፡፡ ኢትዮጵያ በመጪዎቹ አምስትና አሥር ዓመታት ውስጥ ስትራቴጂካዊ አጋር እንደሚያስፈልጋት አስባለሁ፡፡ የሚቻለውን ሁሉ ለማድረግ ዝግጁ ነን፡፡ ሆኖም ግን አቅም መፈጠር አለበት፡፡ ከቻይና፣ ከህንድና ከቱርክ ኢንቨስትመንቶችን እየሳብን ነው፡፡ ደቡብ ኮሪያዎችም እየመጡ ነው፡፡ የአውሮፓ ኅብረትም የድርሻውን እያበረከተ ነው፡፡ ሆኖም ትልቅ አገር፣ ሰፊ ሕዝብና እያደገ ያለ ኢኮኖሚ ሲኖርህ የሚጠይቀውም ነገር ከፍተኛ መሆኑ እርግጥ ነው፡፡ 100 ወይም 500 ሚሊዮን ዶላር ለዚህ ጥሩ አስተዋጽኦ ሊያበረክት ይችላል፡፡   

ሪፖርተር፡- በቅርቡ ይፋ ከተደረገው 100 ሚሊዮን ዶላር ብድር ባሻገር ለኢትዮጵያ የተዘጋጀ ሌላ ብድር ይኖር ይሆን?

አቶ አድማሱ፡- አምና ያፀደቅነው የ100 ሚሊዮን ዶላር ብድር ጅማሮ ነው፡፡ ኢትዮጵያ ውስጥ ብዙ ለመሥራት ይቻላል፡፡ እዚህ ከበርካታ ባለድርሻዎች ጋር ጥሩ ውይይቶችን ሳካሂድ ቆይቻለሁ፡፡ በርካታ ስኬታማ የሆኑ ድርጅቶች ስላሉ ለባንኩ ጥሩ ደንበኞች ሊሆኑ እንደሚችሉ አምናለሁ፡፡ በባንኩና በመንግሥት ድርጅቶች እንዲሁም በግሉ ዘርፍ መካከል አጋርነትን ለመፍጠር እየሠራሁ ነው፡፡ የኢትዮጵያ አየር መንገድ የተለየ ተቋም ነው፡፡ ነገር ግን ፒቲኤ ባንክ በጋራ ጥቅም ላይ በመንተራስ ድጋፉን ሊሰጣቸው የሚችሉ ሌሎችም አሉ፡፡ መልካሙ ነገር ደግሞ የአፍሪካ የፋይናንስ ተቋም ከመሆናችን ባሻገር እምነት የሚጣልብንና ተዓማኒ መሆናችን ነው፡፡ ከደንበኞቻችን ጋር አብረን በመሥራት ዓላማቸውን እንዲያሳኩ በቁርጠኝነት አብረናቸው እንሠራለን፡፡

ሪፖርተር፡- የኢትዮጵያ አየር መንገድ ከባንኩ ብድር ጠይቆ ሲፈቀድለት የአሁኑ የመጀመርያው አይደለም፡፡ 

አቶ አድማሱ፡- አዎ! አየር መንገዱ ከዚህ በፊትም ከባንኩ የፋይናንስ ድጋፍ አግኝቷል፡፡ ሆኖም በጣም በጥቂት መጠን … 

ሪፖርተር፡- የ15 ሚሊዮን ዶላር ብድር ከዚህ ቀደም አግኝቶ ነበር?

አቶ አድማሱ፡- አዎ! አሁን ግን ከበፊቱ ሦስት እጥፍ የሚበልጥ ብድር አግኝቷል፡፡ ብድሩ ያን ያህል ትልቅ ነው ማለቴ ግን አይደለም፡፡ ሆኖም ጅምር ነው፡፡ የኢትዮጵያ አየር መንገድ ከአፍሪካ ድርጅቶች ውጤታማው በመሆኑ ባንኩ ልዩነት መፍጠር እንደሚችል እናምናለን፡፡ አየር መንገዱ የኢትዮጵያ ቢሆንም የአፍሪካም ነው፡፡ ፓን አፍሪካዊ ተቋም ነው፡፡ ሌሎች አፍሪካዊ አየር መንገዶችን ያሠለጥናል፡፡ በጣም ተፈላጊውን አገልግሎት በመላ አኅጉሪቱ እያበረከተ የሚገኝ ነው፡፡ በኢትዮጵያ አየር መንገድ እኮራለሁ፡፡ በዋጋውም የሚመረጥና ጥሩ አገልግሎት እየሰጠ የሚገኝ አየር መንገድ ነው፡፡ እንደሌሎች ተቋሞች ሁሉ ግን የኢትዮጵያ አየር መንገድም ማስተካከል የሚኖርበት ጉዳዮች አይጠፉም፡፡ ይህም ሆኖ በጥሩ አካሄድ ላይ የሚገኝ አየርመንገድ ነው፡፡ እየስተስፋፋ፣ እያደገና አትራፊም እየሆነ መጥቷል፡፡ አየር መንገዱ ጠንካራ አመራርና ጥሩ ራዕይ ያለው በመሆኑ እሱን መደገፍ መቻሌ ያስደስተኛል፡፡

ሪፖርተር፡- ከአክሰስ ካፒታል ሰርቪስስ ኩባንያ ጋርም ባንክዎ ግንኙነት ነበረው፡፡ ብድር በመስጠት ሒደት ላይም ነበራችሁ፡፡

አቶ አድማሱ፡- ይኼ የቆየ ነው፡፡ እነሱ ነበሩ ለእኛ የብድር ጥያቄውን ያቀረቡት፡፡ ያን ያህል እንዲጓዝና ብድሩ እንዲፈቀድ ግን አላደረግንም፡፡ ይኼ ግን እኔ ባንኩን ከመቀላቀሌ በፊት የሆነ ነው፡፡ ወደ ፒቲኤ ባንክ ከመጣሁ ሁለተኛ ዓመቴ ነው፡፡ ስለዚህ አንዳንድ ማመልከቻዎች ለባንኩ መድረሳቸውን ሰምቻለሁ፡፡ በርካታ የብድር ጥያቄ ማመልከቻዎች ከየድርጅቱ ይጎርፋሉ፡፡ ሆኖም ስለብድር ጠያቂው ተቋም የሀብት ይዘት እርግጠኛ መሆንን እመርጣለሁ፡፡ ፒቲኤ ባንክ ቢስነዝ የሚሠራው ከጠንካራ አጋሮቹ ጋር መሆኑን ማረጋገጥ አለብኝ፡፡ ብድር እንዲሰጣቸው የኋላ ታሪክ ያላቸውና ለብድር ብቁ የሆኑ ተቋማት ላይ የማተኩረውም ለዚህ ነው፡፡

ሪፖርተር፡- ምንም እንኳ ኢትዮጵያ ከፒቲኤ ባንክ መሥራቾች አንዷ ብትሆንም፣ ከባንኩ ያን ያህል ድጋፍ ማግኘት ያልቻለችው ለምንድን ነው?

አቶ አድማሱ፡- በፍላጎትና አቅርቦት ምክንያትም ነው፡፡ በፋይናንስ ኢንዱስትሪው ውስጥ ለበርካታ ዓማታት ቆይቻለሁ … 

ሪፖርተር፡- ከ30 ዓመታት በላይ?

አቶ አድማሱ፡- አዎ! ጥያቄው በእርግጥ የማዛመድ ነው፡፡ ፍላጎትን ማግኘትና ከአቅርቦት ጋር ማዛመድ ነው፡፡ ገበያውን የሚረዱ ሰዎችን ማግኘት፣ በአገር ውስጥ ልማት ተኮር የሆነ የቢዝነስ ፋይናንስን ለማንቀሳቀስ ዕውቀቱ ያላቸው ሰዎችን ማግኘት ይገባል፡፡ ኢትዮጵያና ሱዳን ለሁሉም ተቋም አይመቹም፡፡ በእነዚህ አገሮች ውስጥ ቢዝነስ መሠራት ከባድ ነው፡፡ የቋንቋና የሕግ ጉዳዮች ቀላል አይደሉም፡፡ እግሊዝኛና ፈረንሳይኛ ተናጋሪ በሆኑ አገሮች ውስጥ እንዳለው በኢትዮጵያና በሱዳን ውስጥ በቀላሉ ገብቶ፣ በቀላሉ ቢዝነስ መሥራት አይቻልም፡፡ እነዚህ ነገሮች የሚታወቁ ናቸው፡፡ ለአብዛኞች ወደ ኢትዮጵያ እንዴት መግባት እንደሚቻል፣ እንዴት መሰማራት፣ ማንን እንዴት ማናገር እንዳለባቸውና የአገሪቱን ውስብስብ ጉዳዮች ለመረዳት ቀላል አይሆንላቸውም፡፡ ይህ ማለት ደግሞ ሁሉን ነገር በቅጡና በአግባቡ ሁኔታውን መረዳትን የሚጠይቅ ነው ማለት ነው፡፡ ኢትዮጵያን በደንብ አውቃታለሁ፡፡ ፒቲኤ ባንክ የትኛውን ሪስክ መውሰድ እንዳለበትና እንደሌለበትም በሚገባ እገነዘባለሁ፡፡ ይኼው ግምገማ በተመሳሳይ በሱዳን፣ በዲሞክራቲክ ኮንጎና በሌሎችም ላይ ተግባራዊ ይሆናል፡፡ እነዚህ አገሮች በቀላሉ ገራገር ልብ ላላቸው ሰዎች የሚሆኑ አይደሉም፡፡ እኔ ፍላጎቱ አለኝ፡፡ እነዚህን አገሮች የመደገፍ ሥልጣኑም አለኝ፡፡ ሆኖም ቢዝነስ በምንሠራበት ጊዜ የምርጫና የትኩረት አቅጣጫዎች ይኖራሉ፡፡  

ሪፖርተር፡- ኢትዮጵያን በሚመለከት ብድር እንዲያገኙ ቅድሚያ የተሰጣቸው መስኮች አሉ?

አቶ አድማሱ፡- ኢትዮጵያ ውስጥ በኤክስፖርት ዘርፉ ላይ ትልቅ ትኩረት አደርጋለሁ፡፡ በተለይ በቡናና በቆዳ፣ በማናቸውም የኤክስፖርት ሸቀጦች ላይ ትኩረቴን አደርጋለሁ፡፡ ነገር ግን ለትራንስፖርት ዘርፉም ብድር ለመስጠት እንፈልጋለን፡፡ የትራንስፖርት ዘርፉ ላይ ልንሠራ የምንችላቸው በርካታ ተግባሮች አሉ፡፡ በቴሌኮም ዘርፉም እንዲሁ ከፍተኛ ፍላጎት አለን፡፡ በማዕድን ዘርፉም ላይ የተወሰነ ድጋፍ ለማድረግ እንችላለን፡፡ ነገር ግን በዘርፉ ላይ የሚሳተፈው አካል ማንነት ይወስነዋል፡፡ ፒቲኤ የብዙኃን አካላት ተቋም እንደመሆኑ ምንም እንኳ እንደ ባንኩ ፕሬዚዳንት የሚኖረኝ የኃላፊነት ሚና ቢኖርም፣ ውሳኔው ግን የብዙኃኑ ነው፡፡ ባንክ እንደመሆኑም የአንድ ሰው ትዕይንት አይኖረውም፡፡ ምን ዓይነት አደጋ እንዳለ እገነዘባለሁ፡፡ የትኛው እንደሚበርና እንደማይበር አውቃለሁ፡፡ ብዙም ርቀት ሊጓዝ የማይችል ነገር ላይ በጉጉት ላለመንጠላጠል እጠነቀቃለሁ፡፡ በምሠራው ሥራ አብዝቼ ዲስፒሊን እከተላለሁ፡፡ የትም ሊደርስ በማይችል ነገር ላይ ተመርኩዤ ለመራመድ አልፈቅድም፡፡ 

ሪፖርተር፡- ብድር ሊሰጣቸው የሚችሉ እጃችሁ ላይ ያሉ ፕሮጀክቶች አሉ?

አቶ አድማሱ፡- በተለያዩ ዘርፎች ላይ ሊውል የሚችል ግማሽ ቢሊዮን ዶላር የሚጠጋ ገንዘብ በእጃችን አለ፡፡ ይህ ገንዘብ በመካከለኛ ጊዜ ውስጥ ለመገልገል የሚያስችል ነው፡፡ በአገሪቱ ፍላጎትና ምርጫ ላይም የሚወሰን የብድር መጠን ነው፡፡ እኛ እንደ ልማት ባንክ ወይም ደግሞ እንደ የአፍሪካ ልማት ባንክ አይደለንም፡፡ ርካሽ ገንዘብ የለንም፡፡ ከአፍሪካ ካፒታል ገንዘብ የምንሰበስብ ተቋም ነን፡፡ ከደቡብ ካፒታል ገበያዎች ገንዘብ እናሰባስባለን፡፡ ለጋሾች የሉንም፡፡ በለጋሾች ትከሻ ላይ የተመሠረትንም አይደለንም፡፡ በፕሮጀክቶች ላይ እናተኩራለን፡፡ ከእኛ በሚበደሩት ገንዘብ ጥሩ ሥራ ሠርተው፣ ገንዘብ አግኝተው ብድራቸውን የሚመልሱ ደንበኞችን እንፈልጋለን፡፡ በልግስና መልክ ገንዘብ ለመስጠት አልተቋቋምንም፡፡ ወደ ዓለም ባንክና አፍሪካ ልማት ባንክ የማቅናት ዕድሉ ነበረኝ፡፡ ወደ ፒቲኤ የመጣሁት ከፍ ወዳለ ሌላ ደረጃ ለማድረስ የሚያስችለን በርካታ ጉዳይ እንዳለ በማመን ነው፡፡ ትልቅ ፈተና ነበር፡፡ ጠንካራና የማያወላውል አቋም ያላቸው የሥራ ሰዎች ያሉበት ተቋም በመሆኑ ቢዝነሱም እንደዚያው ነው፡፡ ይኼ የፒቲኤ ባንክ መገለጫ ጠባይ ነው፡፡ ስለዚህ የምትመርጣቸው ደንበኞችና ፕሮጀክቶች ውጤታማ የመሆን ዕድላቸው ከፍተኛ መሆን መቻል አለበት፡፡ በርካታ የብድር ጥያቄዎች ይቀርባሉ፡፡ ፍላጎቱ ከፍተኛ ነው፡፡ የተቋሙ ጠባይ በመሆኑ ሳቢያ ሁሉንም ጥያቄዎች አናስተናግድም፡፡ ከ15 እና ከ20 ዓመታት በፊት ባንኩ መጥፎ ውሳኔዎች በመወሰኑ የተበላሸ ታሪክ ነበረው፡፡ በመሆኑም ሁሉም የባንኩ ባለድርሻዎችና የሚመለከታቸው የባንኩ አካላት በባንኩ ‹‹ሪስክ ማኔጅመንት›› ላይ እጅግ ጥንቁቅ ናቸው፡፡ ስስ ስሜት አላቸው፡፡ 17 የባንኩ መሥራች አባላት አገሮች አሉ፡፡ በየአገሮቹ ለመበደር ትልቅ አቅም ያላቸው፣ የመንግሥት ድጋፍና ማስረጃ የያዙ ተበዳሪዎች ይመጣሉ፡፡ ባንኩ የብዙኃን በመሆኑ እነዚህ ነገሮች የብድር ጥያቄውን ወደሌላ ምዕራፍ አይወስዱትም፡፡ በዚያም ላይ በጠረጴዛ ዙሪያ በርካታ ሰዎች አሉ፡፡ ውሳኔ የሚሰጡ፡፡ ዲሞክራቲክ ኮንጎ፣ ማላዊና ሌሎችም አገሮች በርካታ ጥያቄዎችን እያቀረቡልን ነው፡፡ አንድን ፕሮጀክት በተናጠል እናይና በባንኩ ሊያስተናግድ የሚችል ከሆነ እንቀበለዋለን፡፡ ነገር ግን በመተማመን ላይ እንድንንጠለጠል የሚጋብዝ ሆኖ ካገኘነው በየአገሩ ላሉት ተቋማት እንተውላቸዋለን፡፡ 

ሪፖርተር፡- ቢሯችሁን እዚህ ለመክፈት አቅዳችኋል?

አቶ አድማሱ፡- በአሁኑ ወቅት እዚህ ቢሮ ለመክፈት የሚያስችለንን ውሳኔ አልወሰንንም፡፡ አሁን ላይ ይህንን ለመናገርም ጊዜው አይደለም፡፡

ሪፖርተር፡- የአፍሪካ ኅብረት የአፍሪካ ገንዘብ ድርጅት የተባለ ተቋም ለመመሥረት እየተንቀሳቀሰ ነው፡፡ የደቡባዊና ምሥራቃዊ አፍሪካ አገሮች የጋራ ገበያ (ኮሜሳ)፣ የደቡባዊ አፍሪካ አገሮች የልማት ማኅበረሰብ (ሳድክ) እና የምሥራቅ አፍሪካ ማኅበረሰብ (ኢኤሲ) የሦስትዮች ጥምረት ለመመሥረት ተስማምተዋል፡፡ ይኼ ለፒቲኤ ባንክ ምን ማለት ነው?

አቶ አድማሱ፡- ይኼ ማለት ለእኛ የመስፋፋት ዕድልን የሚፈጥርልን ነው፡፡ ለሁሉም አካል ጥቅም የሚሆን ካፒታል እንድናሰባስብ ዕድሉን ይፈጥርልናል፡፡ በፋይናንስ ባህሪም የበርካታ ስብስብ ኃይል ሲኖር ጥሩ አቅም ይኖርሃል የሚል ነው፡፡ መሠረትህ ከፍተኛ ከሆነ በቋሚ ሀብቶች ላይ የምታካሂደው ኢንቨስትመንት ከፍተኛ ይሆንልሃል፡፡ ከፍተኛ ጥቅም ይሰጥሃል፡፡ ትልቅ ዳራ ሲኖረን ጥቅማችን ትልቅ ይሆናል፡፡ ከ17 አባል አገሮች ውስጥ አምስት ያህሉ አነስተኛ ናቸው፡፡ ስለዚህ ጥቂት አቅሙ ያላቸውና ኪሳቸው መግባት የምንችል ተጨማሪ አገሮች ሲኖሩ የኃይል ሚዛኑ ይመጣጠናል፡፡ ተጨማሪ ካፒታል መኖሩ ለሁሉም ጥቅም ስለሚያስገኝ፣ ተጨማሪ ቦንድ ለመሸጥና የገንዘብ ኃይላችንን ከፍተኛ ለማድረግ ይጠቅመናል፡፡ ይኼ አካሄድ ለኢንቨስተሮችም በጣም ጠቃሚ ነው፡፡ አንድ ኢንቨስተር ድርሻ ለመግዛት ሲፈልግ፣ ኢንቨስት በሚያደርግበት ባንክ ውስጥ እንደ ሞዛምቢክ፣ አንጎላና አልጄርያን የመሰሉ አገሮች ቢኖሩ ይመርጣል፡፡ የተትረፈረፈ የሀብት ምንጭ ያላቸው አገሮች ያስፈልጋሉ፡፡ አልጄርያ በአሁኑ ወቅት የባንኩ ተጠባባቂ አባል አገር ናት፡፡ እንደ አልጄርያ ዕምቅ ካፒታል ያላትን አገር በአባልነት መያዙ ጥሩ የሚሆነው፣ ተጨማሪ ካፒታል ወደ ባንኩ ለማምጣት ስለሚያግዝ ነው፡፡ ይኼ ለሁለቱም ወገን ጥቅም የሚሰጥና ለሁሉም ወገን የሚበጅ በመሆኑ ጠቃሚ ነው፡፡ የባንኩን ደረጃ ለሚያወጡ ኤጀንሲዎችም ጥሩ ጥቅም የሚሰጥ ነው፡፡ የባንኩ ደረጃ በጨመረ ቁጥር በርካሽ ዋጋ ብዙ ካፒታል ለመጨመር ዕድል ስለሚፈጥርልን፣ የባንኩን የገንዘብ መጠን ብቻ ሳይሆን ለገንዘብ የሚወጣውን ወጪም በመቀነስ ጥቅም ይሰጠናል፡፡ በርካታ አገሮች የሚፈልጉትን የረጅም ጊዜ ብድር ለመስጠትም ዕድል ይፈጥራል፡፡ ነገር ግን ጠንካራ አቅም ያላቸው ባለአክሲዮኖችን በአባልነት መያዝ ካልቻልክ፣ የሒሳብ መዝገብህም በሌሎች ሰዎች ዕይታ ጤናማ ካልሆነ፣ አቅም ያላቸውን አቅም ከሌላቸው ጋር በማዋሀድ ብዝኃነትን መፍጠር ይጠበቅብሃል፡፡

ሪፖርተር፡- በባንኩ ከፍተኛ አፈጻጸም ያላቸው ወይም ደግሞ ከፍተኛ ውጤት ያስመዘገቡ ተጠቃሚ አገሮች የትኞቹ ናቸው?

አቶ አድማሱ፡- ዛምቢያ፣ ዚምባቡዌና ማላዊ ሲሆኑ ምናልባት ኬንያ ትከተላለች፡፡ በቅርቡም ታንዛኒያ ወደላይ መጥታለች፡፡ ሱዳንም በፍጥነት በመምጣት ላይ ትገኛለች፡፡ የባንኩን ጥቅም የሚያገኙ አገሮችን ቁጥር ለመጨመር እየሞከርን እንገኛለን፡፡

ሪፖርተር፡- አውደ ዓመትን እዚህ ሲያሳልፉ በአጋጣሚ ነው ወይስ አዘውትረው ወደ አገር ቤት ይመጣሉ? 

አቶ አድማሱ፡- አዎን! እመጣለሁ፡፡ ባለቤቴ ያቋቋመችው ፋውንዴሽን አለን፡፡ እሷው የመሠረተችውና የምትመራው ተቋም ነው፡፡ የኢትዮጵያ ሕፃናት ፈንድ (Ethiopian Children’s Fund) ይባላል፡፡ ከተቋቋመ ከ15 ዓመታት በላይ ሆኖታል፡፡ ከአዲስ አበባ በስተሰሜን 50 ኪሎ ሜትር ገደማ ወጣ ብላ በምትገኘው አለልቱ ከተማ ውስጥ የሚገኝ ፋውንዴሽን ነው፡፡ 600 ያህል ተማሪዎችን እያስተናገደ ይገኛል፡፡ ከምንሠራውና ከምናደርገው ነገር ባለፈ ለአገራችን አንድ አስተዋጽኦ ማድረጋችንን ለመግለጽ የምንሞክርበት ነው፡፡ ማኅበራዊ ግዴታችንን በንቃት የመወጣት ኃላፊነታችንን የምናሳይበት መንገድ ነው፡፡ ከሦስት ዓመታቸው ጀምሮ በእኛ ተቋም ትምህርታቸውን መከታተል ከጀመሩ ሕፃናት መካከል ወደ ዩኒቨርሲቲ የገቡ ይገኛሉ፡፡ ወላጆች የሌላቸው ናቸው፡፡ አንዳንዶቹ እናታቸውን፣ አባታቸውን ወይም ደግሞ ሁለቱንም ወላጆቻቸውን ያጡ ናቸው፡፡ የድሃ ድሃ ናቸው፡፡ ስለዚህ እነሱን ለመርዳት በየዓመቱ ወደዚህ  እንመጣለን፡፡ እዚህ ቤት ስላለንም በየጊዜው እንመጣለን፡፡ ሳናቋርጥ የወሰድነውን ለማኅበረሰቡ መልሰን በመስጠት ላይ እንገኛለን፡፡

ሪፖርተር፡- ፒቲኤ ባንክን የዓለም ምርጡ ባንክ ለማድረግ አስበዋል፡፡ በደረጃ አውጪዎች ከፍተኛ ነጥብ የሚሰጠው ወይም ‹‹ትሪፕል ኤ›› የሚያገኝ ባንክ ይሆናል ማለትዎ ነው?

አቶ አድማሱ፡- እንደዚያ ማለቴ አይደለም፡፡ ባንኩን ቢያንስ ወደኢንቨስትመንት ባንክነት ደረጃ ለመውሰድ ነው የምናስበው፡፡ ይህም ማለት ባለሦስት ቢ ወይም ‹‹ትሪፕል ቢ›› የሚባለውን ደረጃ እንዲይዝ ለማድረግ ነው የምንሠራው፡፡ ፒቲኤ በአሁኑ ወቅት ‹‹ደብል ቢ›› ደረጃን ይዞ የሚገኝ ባንክ ነው፡፡ በርካታ አጋሮችን ለመሳብ ችለናል፡፡ ሆኖም አሁን ባገኘሁት ነገር ተደላድዬ መቀመጥን አልፈልግም፡፡ አፍሪካ በሰዎቿ ላይ ከፍተኛ ኢንቨስትመንት አካሂዳለች ብዬ አምናለሁ፡፡ ስለዚህ ከተቋሞቻችን ብዙ ነገር ማግኘት እንደምንችል የምናስብ ሰዎች ተመልሰን በመምጣት፣ አፍሪካ ያላትን ነገር ማስፋፋት እንዳለብን ይሰማኛል፡፡ አፍሪካ የልማት አጀንዳዎቿን ሊያጤኑ የሚችሉ የራሷን ባለድሎችና የራሷን ተቋማት የገነባች አኅጉር ናት፡፡ በርካታ አቅም ያላቸው አፍሪካውያን ስላሉም በጋራ ሆነን ማራኪ አኅጉር መገንባት እንችላለን፡፡ አንዳንድ ጊዜ በየአገሩ ያሉትን ሀብቶች በማጎልበት መሥራቱ ቀላል ሊሆን ይችላል፡፡ በእኔ ሥር ያሉት ሰዎች የፓን አፍሪካዊነት ስሜት ያላቸውና በበርካታ አገሮች ውስጥ ለብዙ ጊዜ የኖሩ ናቸው፡፡ ስለዚህ ሁላችንም ውስጥ የሚቀጣጠል ጥልቅ የሆነ ስሜት አለ፡፡ ሁላችንም የጋራ አመለካከት አለን፡፡ አንዳችን ስለሌላችን የሚያገባን፣ ስለሌላችን የሚገደን ነን፡፡ አንዳችን ስለሌሎች አገሮች ባለቤትነት ይሰማናል፡፡ ይኼ ነው በዓለም ምርጡን ተቋም የመመሥረት ዓላማው፡፡ ሰዎች ከልባቸው ነገሩን ተቀበውለውት ያገኙትን አጋጣሚ በመጠቀም በየአገሩ ልማትን ለማምጣት ይጠቀሙበታል ማለት ነው፡፡ በብሩንዲ ራሴን እንደ እንግዳ ወይም እንደ ውጭ ሰው አልመለከትም፡፡ በኬንያ ወይም በዚምባቡዌ እንግዳነት አይሰማኝም፡፡ በተለያዩ አገሮች ለበርካታ ዓመታት ኖሬያለሁ፡፡ የብዙዎቹን የልማት ተነሳሽነት ከልቤ እቀበለዋለሁ፡፡ ከትውልድ አገሬ ባሻገር ላሉት አገሮች የባለቤትነት ስሜት ይሰማኛል፡፡ ማንም ሰው እኔን በጠባብ አፍሪካዊነት ሊወነጅለኝ አይችልም፡፡ የበርካታ አገሮችን ባህልና አኗኗር እረዳለሁ፡፡ እንደ አገሬም እቆጥራቸዋለሁ፡፡ ባይተዋር አይደለሁም፡፡ ጋዜጠኛ ቢጠይቀኝ ምንም ሳልደናቀፍ ስለምጠየቀው የአፍሪካ አገር መናገር እችላለሁ፡፡ ስለዚህም ነው ባለድርሻዎቼ በእኔ ላይ እምነት የሚኖራቸው፡፡ ሰዎችን እኔን ለማመንና ከእኔ ጋር ለመሥራት የማይቸገሩት እውነተኛ አፍሪካዊ ልብ ስላለኝና በየትኛውም አገር ውስጥ ለመሥራት ከልብ የመነጨ ተነሳሽነት ስላለኝ ነው፡፡ ራሴን የምመለከተው እንደ ሉላዊ (ዩኒቨርሳሊስት) ሰው ነው፡፡

ኅብረተሰቡ ከዕለት ወደ ዕለት እየጨመረ የመጣውን የኑሮ ውድነት መሸከም ከብዶታል፡፡ መጨመር እንጂ መቀነስ የማያውቀው የኑሮ ውድነት የኅብረተሰቡን ጫንቃ እያዛለው ይገኛል፡፡

ለሰው ልጅ መሠረታዊ የሆኑና አስፈላጊ የምንላቸው ነገሮች ለበርካቶች የሕልም እንጀራ እየሆኑ መጥተዋል፡፡ በኑሮ ውድነት ናላው የዞረ ማኅበረሰብም በሚሠራው ሥራ ውጤታማ ይሆናል ብሎ ማሰብ ዘበት ነው፡፡ ስለዚህ የኑሮ ውድነቱ አጠቃላይ ጫናውን አገሪቱ ላይ ስለሚያሳርፍ አሁንም ቢሆን አፋጣኝ መፍትሔ የሚያሻው ጉዳይ ነው፡፡ 

አሁን ካለው የኑሮ ውድነት አንፃር በርካቶች የሚያገኙት ገቢና የሚያወጡት ወጪ ልዩነት እየሰፋ መጥቷል፡፡ ልጓም የታጣለት የኑሮ ውድነት ወዴት እንደሚያመራ የብዙዎች ጥያቄ ነው፡፡ ከነገ ዛሬ ይሻላል በሚል ተስፋ በርካቶች የኑሮ ውድነቱ ይቀንሳል ብለው ቢጠባበቁም፣ አሁንም ማሻቀቡን እየቀጠለ ይገኛል፡፡ ለኑሮ ውድነት መናር በርካታ ምክንያቶች ቢኖሩም፣ በዋናነት ግን ነጋዴው የሚጫወተው ሚና ተጠቃሽ ነው፡፡ 

የዛሬ ሁለት ዓመት አካባቢ የቀድሞው ጠቅላይ ሚኒስትር መለስ ዜናዊ የአገሪቱ የዋጋ ግሽበት ከፍተኛ በነበረበት ወቅት ሦስት አማራጮች አቅርበው ነበር፡፡ በወቅቱ የነበረው የዋጋ ግሽበት ያሳሰባቸው ጠቅላይ ሚኒስትር መለስ፣ በአገሪቱ የሚገኙትን ከፍተኛ ነጋዴዎች ሰብስበው ማስጠንቀቂያ እስከመስጠት ደርሰው ነበር፡፡ በመሆኑም በጊዜው የቀረበውና የመጀመሪያ አማራጭ የነበረው የዋጋ ተመን ብዙም ሊያስኬድ አልቻለም ነበር፡፡ እንዲያውም በግብይት ሥርዓቱ ላይ ባስከተለው ቀውስ ሸማቾች ተንገላትተው ነበር፡፡ 

በዚያን ወቅት በሁለተኛነት የቀረበው አማራጭ ሸቀጦችን መንግሥት እንዲያቀርብ ማድረግ ሲሆን፣ በሦስተኛነት የቀረበው ሐሳብ ደግሞ በዓለም አቀፍ የጅምላ ንግድ ላይ የተሰማሩ ኩባንያዎችን ወደ አገር ውስጥ ማስገባት ነበር፡፡ ከሰሞኑ እንደሰማነው መንግሥት በሁለተኛና በሦስተኛ ደረጃ ያቀረባቸውን የመፍትሔ ሐሳቦች በማዳቀል ለመተግበር እየሞከረ ያለ ይመስላል፡፡ በመሆኑም በሚኒስትሮች ምክር ቤት የተቋቋመውንና በመላ አገሪቱ የተደራጀ የሸቀጦች ንግድ አገልግሎት ለመስጠት የተዘጋጀውን የኢትዮጵያ ንግድ ኢንተርፕራይዝ ለማስተዳደር በዓለም ታዋቂ የሆነው ግዙፉ የሸቀጦች አቅራቢ ዎልማርት እንቅስቃሴ እያደረገ ነው፡፡ ይህ በተለይ ለአገራችን የንግዱ ማኅበረሰብ የማንቂያ ደውል ሊሆን ይገባዋል፡፡

እንደሚታወቀው የአገራችን የንግድ ሥርዓት በዘልማድ የሚከናወንና እጅግ ኋላ ቀር ነው፡፡ ስለሆነም በገበያ ሥርዓቱ ላይ በሚፈጠረው ስንክ ሳር ምክንያት ሁሌም ሸማቾች እየተጐዱ ይገኛሉ፡፡ በጥቂት ግለሰቦች ቁጥጥር ሥር ያለው የአገሪቱ የንግድ ሥርዓት በየጊዜው ከሚፈጠሩ ችግሮች ሊያመልጥ አልቻለም፡፡ በዚህም ሳቢያ በንግድ ሥርዓቱ ውስጥ ተፈላጊው ጤናማ ውድድር ስለሌለ፣ እነዚህ ጥቂት ነጋዴዎች የንግድ ሥርዓቱን እንደፈለጉ ያሽከረክሩታል፡፡ በመሆኑም ሸማቾች የንግድ ሥርዓቱ ችግር ቀጥተኛ ገፈት ቀማሽ በመሆን እየተሰቃዩ ይገኛሉ፡፡

በአገሪቱ የጅምላ ሸቀጦች ላይ የተሰማሩት እነዚህ ነጋዴዎች የጅምላ ንግድ ሥርዓትን ባፋለሰ መንገድ ሸማቾችን እያማረሩ ይገኛሉ፡፡ በርካታ የጅምላ ነጋዴዎች በብዛት በመሸጥ ከፍተኛን ትርፍ ከማትረፍ ይልቅ፣ ከትንሽ ዕቃዎች ሳይቀር ስንጥቅ ትርፍ የለመዱ ናቸው፡፡ በዚህ ተራ ስግብግብነት ሳቢያም የአገሪቱን የንግድ ሥርዓት ወዳልተገባ መንገድ እየወሰዱት ይገኛል፡፡ ነገር ግን በዓለማችን የሸቀጦች ንግድ ላይ ከተሰማሩት እንደነዎልማርት፣ ቴስኮ፣ ኬርፎርና የመሳሰሉት ብዙ ሊማሩ ይገባል፡፡ እነዚህ ኩባንያዎች በከፍተኛ መጠን ሸቀጦችን በማቅረብ ዳጐስ ያለ ትርፍ ያስገባሉ፡፡ በዚህም ሸማቾች የሚፈልጓቸውን ሸቀጦች ኪስ በማይጐዳ ሒሳብ እያቀረቡ፣ ከጊዜ ወደ ጊዜ የሸማቾችን ቁጥር እየጨመሩ ይገኛሉ፡፡

በመሆኑም አሁን የኢትዮጵያ ንግድ ኢንተርፕራይዝን ለማስተዳደር እንቅስቃሴ እያደረገው የሚገኘው ዎልማርት ተሳክቶለት ወደዚህ ከገባ፣ የአገሪቱ ነጋዴዎች ሊማሩ የሚገባቸው ነገሮች ይኖራሉ፡፡ ስለዚህ ነጋዴዎች ዎልማርትን ከመሳሰሉ ግዙፍ ኩባንያዎች ምርጥ ተሞክሮዎችን በመውሰድ ራሳቸውን ማሳደግ ይገባቸዋል፡፡ በተለይም የጅምላ ንግድ ማለት በብዛት በመሸጥ ትርፍ ማግኘት በመሆኑ፣ በአገራችን የተለመደው የ200 እና የ300 በመቶ ትርፍ ሊቆም ይገባል፡፡ በማናቸውም ዓይነት ሁኔታ ቢሆን ከ20 በመቶ በላይ ትርፍ ከተራ ስግብግብነት የመነጨ መሆኑን የዓለም አቀፍ የንግድ ተሞክሮዎች ያመላክታሉ፡፡ የአገራችን ነጋዴዎችም የጅምላ ንግድ ሥርዓትን ሊያስቀጥሉ የሚችሉት በዚህ መንገድ ብቻ ከተጓዙ መሆኑን ልብ ሊሉ ይገባል፡፡

ከዚህም ባሻገር የአገሪቱ ነጋዴዎች አቅማቸውን በማሳደግ ሸማቾችን ማዕከል ያደረገ ኢኮኖሚ መፍጠር አለባቸው፡፡ ይህንንም ሊያደርጉ የሚችሉት በመካከላቸው ጤናማ የውድድር መንፈስ በመፍጠርና ተገቢ የንግድ ሥነ ምግባርን መከተል ሲችሉ ነው፡፡ ከዚህም ባለፈ ነጋዴዎች የወደፊቱን አሻግረው ማየት ይኖርባቸዋል፡፡ ኢትዮጵያ የዓለም ንግድ ድርጅት አባል ለመሆን ከአፋፍ ላይ ያለች ሲሆን፣ በጥቂት ዓመታት ውስጥ የድርጅቱ አባል ትሆናለች ተብሎ ይጠበቃል፡፡ ‹‹አሁን ነበር እንጂ መጥኖ መደቆስ፣ ኋላ ምን ያደርጋል ድስት ጥዶ ማልቀስ፤›› እንደሚባለው፣ የአገሪቷ ነጋዴዎች ከፊታቸው ያለውን ከባድ ውድድር ከአሁኑ ከግምት ውስጥ ማስገባት አለባቸው፡፡ ከዚህ በተጨማሪም ሸማቾችን ማዕከል ያደረገ ኢኮኖሚ መፍጠር ከቻሉ፣ አገሪቱ ወደፊት የምትከተለውን የኢንዱስትሪ መር ኢኮኖሚ በማገዝ ከፍተኛ አስተዋጽኦ ይኖራቸዋል ማለት ነው፡፡ ይህ ደግሞ ለበርካቶች የሥራ ዕድል መፍጠሩ አይቀሬ ነው፡፡ 

ከአገሪቱ ነጋዴዎች በተጨማሪ ግን መንግሥትም የማንቂያ ደውሉን ሊሰማ ይገባል፡፡ ምንም እንኳን የዋጋ ግሽበት የአገሪቷን ኢኮኖሚና ሸማቾችን እየተፈታተነ ቢገኝም፣ መንግሥት እንደዎልማርት ያሉ ኩባንያዎች ወደ አገሪቱ እንዳይገቡ ሲከላከል ቆይቷል፡፡ ሆኖም ግን ዎልማርት አሁን በጥቂቱም ቢሆን ወደ አገሪቱ የንግድ እንቅስቃሴ አንገቱን የሚያስገባ ይመስላል፡፡ ቢሆንም ግን ዎልማርት ጉዞውን በዚሁ ያበቃል ማለት ላይሆን ይችላል፡፡ መንግሥት ጥፋትን በጥፋት ማረም ስለሌለበት፣ አሁንም ቢሆን የግል ዘርፉን መደገፍና ማሳደግ ይጠበቅበታል፡፡ የአገሪቱን ነጋዴዎች ማስተማርና መለወጥ እንጂ ከናካቴው ማጥፋት ማንንም አይጠቅምምና፡፡ 

ሸማቾችም ቢሆኑ የማንቂያ ደውሉን ሊሰሙ ይገባል፡፡ የንግድ እንቅስቃሴው ዋነኛ ተዋናዮች እንደመሆናቸው መጠን፣ ራሳቸውን በማደራጀት ድምፃቸውን ማሰማት ይገባቸዋል፡፡ በአንድነት ተደራጅተው ጡንቻቸውን በማፈርጠምም፣ የመደራደር አቅማቸውን ማሳደግ ይጠበቅባቸዋል፡፡ በአጠቃላይ ሸማቾች፣ መንግሥትም ሆነ ነጋዴዎች የማንቂያ ደወሉን ሊሰሙ ይገባል፡፡ የግብይት ሥርዓቱ ኃይሎች የሚባሉት እነዚህ ሦስት አካላት መናበብ ይገባቸዋል የሚባለው ለዚህ ነው፡፡
